Rationale

The purpose of this ballot is to modify the language in Loading Levels 3-10 to better describe the purpose and placement of the test loads. This terminology is also carried over to Figure 15. SI unit equivalents misssed in previous ballot have been added to Table X1.1, and lastly a required Keywords section has been added.
