Rationale

Task group C15.30.04 has identified several areas in the appendix to C1713 that can be tightened or require elaboration. There are two tasks for this work group: 1) Provide definitions for various binder types listed in the main body of the standard, along with potential considerations for each, and 2) Modify X1.6 so that testing methods and practices referenced refer back to the appropriate section of the main body of the standard to enhance usability.
