Rationale

Some confusion has existed about the types of Brinell hardness testing machines, This work item will add Discussions to the existing definition of "Brinell hardness testing machine" to reference the three types: fixed-location, movable, and portable. In the ballot process, this work item will be held until technical changes are made to E10 under other work items, so no new version of E10 will be created from this work item alone.
