Rationale

With the inclusion of portable Brinell hardness testing machines that can meet the verification requriements of E10, the term "fixed-location Brinell hardness testing machine" should be formally defined. E10 already uses this phrase in 5.7. This work item will also promote harmonization with the existing definition and use in A370. In the ballot process, this work item will be held until technical changes are made to E10 under other work items, so no new version of E10 will be created from this work item alone.
