Rationale

The terminology section of E18 lacks a definition for "Rockwell hardness scale." This work item will add a definition for "Rockwell hardness scale" patterned after the corresponding definitions of "Brinell hardness scale" in E10 and ensure that it is used consistently throughout the standard. In the ballot process, this work item will be held until technical changes are made to E18 under other work items, so no new version of E18 will be created from this work item alone.
