Rationale

The previous preservation ballot was put forward earlier this year (WK97295). However, the TG received several negatives in opposition to the added language. The current work item attempts to balance the comments from the original ballot (WK96205) asking for expansion of the section without being overly prescriptive. The new language in “green” is the result of reviewing all votes with comments.
