This practice is intended to assist agencies in understanding and rating the surface condition of asphalt and concrete roads. It describes types of defects and provides a system to visually rate pavement conditions to facilitate project prioritization and identify appropriate maintenance and rehabilitation treatments. This practice allows non-technical individuals to assess pavement condition and use the condition rating information in system level pavement management.
