Rationale

This standard is being balloted for withdrawal with no replacement because we were unable to find the standard being used in the industry. B696 is presently cited in ASTM A193/A193M and A194/A194M. However, a work item to remove the reference to B696 has been approved by A01.22 for both specifications. In addition, B696 was previously referenced in B816, a standard which was recently withdrawn.
