Rationale

A prior ballot E28 (24-04) for work item WK81396 was approved in July 2025 and ASTM E8/E8M-25 was published in August 2025. This item provided clarity to the user around definitions and guidance in the procedure/reporting sections for what deems a test to be invalid, when replacement tests can be performed, and awareness of retesting and the responsibility for declaring rules resides with the material or product specification or customer requirements. Definitions for acceptance test, conforming test result, invalid test, non-conforming test result, replacement test, retest, test record, test report and valid test were part of this item. During the November 2025 committee meeting, Boeing raised some concerns with the new content related to retest, specifically related to the permission for retesting and no mention of not allowing further retesting. The consensus of the subcommittee was that this warranted further discussion and this work item will address this.
