Rationale

The task group received a persuasive comment when section 4.8.1.1 was balloted that some metals are flammable. The exemption was clarified to ensure only noncombustible materials are exempt. Section 5.5.3.12 is being removed as redundant since previously stated in 5.5.3.9. Appendix X5 is being added to increase awareness of Reese’s Law when button cell or coin batteries are utilized in candles. We also added phrases to clarify certain points and updated definitions to align with other Candle Standards. Revisions for ballot are highlighted in yellow. Unhighlighted sections are not up for ballot and are for reference only.
