Rationale

The ellipsis definition in A941 does not speak to the fact that the element doesn't need to be analyzed (determined) or reported when the ellipsis appears in the chemical requirements/chemical composition table. Many specifications contain an ellipsis footnote in the chemical requirements/chemical composition table which includes the following wording in addition to the ellipsis definition itself: “Where ellipses (...) appear in this table, there is no requirement and analysis for the element need not be determined or reported.” To help clarify this specific situation in the ellipsis definition as well, it is proposed that a discussion section be added to the ellipsis definition clarifying that an analysis for the element need not be performed or results reported. The proposed wording is based on that which was approved for ASTM B899 (WK93976) and published as B899-25.
