Rationale

The rationale behind this proposed work item is twofold: first, since the inception of this specification, mill technology and capability has improved such that multiple US steel mills are capable of producing material that meets the mechanical property requirements of the standard with less than the minimum required Manganese level. Secondly, sulfur control technologies have improved such that the majority of US steel mills are capable to control sulfur without working to the historical minimum Mn/S ratios.
