Rationale

This standard recently received an affirmative revision vote with comments. After committee discussion, the comments were found to be relevant, and it was decided to incorporate the changes in the standard. Some of the changes are editorial in nature but there is a numerical change to Table 2, to maintain alignment with the material requirements originally approved when the standard was first published but also to be consistent with the committee's SI conversion rules.
