Rationale

During ballot of D6243 GCL Shear test standard, it was identified that there was some mandatory language in notes as well as the scope does not introduce why there is different test procedures. Revisions addressing these issues are being ballot for D6243. These issues also need addressed in D5321 and such revisions are being balloted.
