Rationale

Current specification does not consider "enhanced vinyl" modular products. Architects and Designers continue to grow the enhanced vinyl category but current specifications will only support VCT (no binder) requirement) or SVT (34% binder requirement). These revisions to F-1700 will allow specifiers to be more precise in selected and qualifying the product they are choosing, but splititng the binder content and creating tiers within F-1700
