I had given a presentation about this in the June 2025 meeting but: §4.4.4 (significance of use) says that behaviour of joints between building floor-wall and wall-wall, etc... is not within the scope of what E119 covers, which implies the hose stream failure should be disregarded at the perimeter of an E119 test (which, in principle but not specified, means it should be deferred to E1966). But, §8.3.4.2 (performance criteria) is unambiguous about explicit failure of a test if water passes "through the specimen", which conflicts with §4.4.4, because everything inside of a test frame is, indeed, the specimen. It appears that there are inconsistent interpretations and practices about this type of hose stream failure, and it was discussed at the Jun 2025 meeting to (1) add more context to §4.4.4 and (2) add an explanatory Appendix to E119 with the goal of establishing boundaries and guardrails on what is and is not a failure.
