To address a recent ballot negative, there is a misunderstanding with what the current standard requires. C1321 Standard Practice for Installation and Use of Interior Radiation Control Coating Systems (IRCCS) in Building Construction section 7.2.1 does not imply the need to comply with Test Method E84, it only requires the test to be performed in accordance with Test Method E84 and the results to be provided by the manufacturer. Section 7.2.1 as written states: 7.2.1 The manufacturer shall provide product sheet(s) that specify the product’s intended use(s), application method(s), health and safety considerations, and material properties to include: (1) the IRCCS surface emittance determined in accordance with Test Method C1371; (2) the applied material water vapor transmission rate, in accordance with Test Methods E96/E96M and; (3) the applied material surface burning characteristics in accordance with Test Method E84. There are no requirements for this technology to meet Class A fire rating, or to have maximum flame spread or smoke developed indices, only that the coating, when applied to the substrate, will not reduce the class rating of the substrate itself. The new language proposed will help clarify this misunderstanding with performance considerations and align with language in C1841 Standard Specification of Interior Radiation Control Coating (IRCC) for Building Applications.
