Rationale

It has come to the attention of members of Subcommittee C13.06 that manhole steps and their means of attachment are being misused and have the potential to cause bodily harm and/or product damage. To this end it was decided by the subcommittee to assign a task group to be charged with strengthening and clarifying the language in Section 16 of C478/C478M pertaining to the use of manhole steps. The changes iclude adding a new Advisory Note #5 and re-numbering existing Note #5 to Note #6.
