Rationale

This ballot removes permissive language while retaining the non-mandatory nature of the statements. It also updates the Precision and Bias section to the current D20 guidance. There is a 2nd work item task group operating under Dr. Gangarao Hota (WK94967) exploring additional technical work to update D8069. This standard is in danger of auto-withdraw so the subcommittee is hoping to maintain active status with these updates, while continuing to work on technical revisions necessary for the method.
