Rationale

Remove the term “must” and revise section 5.1. During a previous ballot a negative was withdrawn upon a commitment to address the negative after approval of the work item. The negative requested several terms to be removed because they are very common terms and should not be defined in the standard. The terms were reviewed by subcommittee D37.02 during the September 2025 online meeting. The term “must” and its discussion will be removed and section 5.1 will be revised to clarify that the opening paragraph for each QMS element in section 6 is a descriptive opening and not a requirement statement of this practice. The term “must” is used in some of these descriptions and will remain.
