Rationale

Application of the tolerance for overrun or underrun in length of a section of pipe can potentially be applied incorrectly as the language is not clear. Intent of the standard is that the 1/8" per foot is supposed to apply to the length, not diameter. Also - for short pipe lengths, the tolerance becomes arbitrarily constrictive. Existing language from ASTM C14 is proposed as an alternative.
