Rationale

Re-ballot of full standard for revision with two clarifications: 1. Full retesting to crib standards is not required after testing – only evaluation for hazards. 2. Drop Gates are not the same as movable sides and are not subject to the movable side test. They were inadvertently added to the 2019 revision when we moved away from the term “Drop Side”. This draft adds definitions from F406 with minor edits to differentiate the two features so that the test in section 6.3 applies to movable sides only as originally intended.
