Rationale

A recent action by C09.95 Coordination has recommended a change to the standard language to be used in the scope section of C09 standards that includes definitions of terms specific to the standard. This modification makes it clear to the reader that discussions of definitions are not considered requirements. This ballot is to make this change to the scope.
