Rationale

This ballot is to improve the definition of "difference limit" in 3.2.6 by moving the calculation to the "definition" rather than the "discussion". In accordance with a recent action by C09.95 Coordination, "Discussions of Definitions" are not considered as requirements of the standard. The scope will also be updated to reflect and highlight this change to the reader.
