Rationale

This revision addresses limitations in the current standard regarding its applicability for quality control (QC), quality assurance (QA), product development, and failure analysis. The existing language in Section 5 (Significance and Use) acknowledges that the method may not be suitable for QC/QA due to its complexity and duration. To support broader use cases, this ballot introduces an optional appendix of options for QC, QA, product development, and failure analysis procedures, based on the work of Lee Portnoff. These include enhanced detection methods and quantitative techniques. Additionally, the ballot removes sole-source language from the footnote for Section 6.1.2 (Penetration Test Cell) in response to feedback from test laboratories.
