Rationale

This ballot contains one item. The item is related to recent changes to wording regarding whether a panel shall be discarded without testing or discarded after testing in the event of specimen dimensions exceeding limits. Following receipt of comments to the March 2025 main ballot for WK87354, a further change in the wording is recommended to clarify the basis for acceptance of test results. The text in 7.1 includes a statement that specimens that exceed the specified limits on diameter and thickness shall not be tested. However, thickness cannot be determined without testing, so the statement in 7.1 in inconsistent with the actual sequence of testing followed by thickness measurement. Provision 9.2 instructs the operator to discard the specimen if the diameter does not comply with specified limits, and 9.5 instructs the operator to discard test results if the thickness measured after testing does not comply with specified limits. Therefore the statement in 7.1 is misleading and not needed, and it is being balloted for removal.
