Revision of F3442-25 Standard Specification for Detect and Avoid System Performance Requirements

Rationale

Statement of scope of task/activity: 1. Refining the Risk Ratios: a. Review and consider the ASSURE A71, A68, A65, A47, A23 research results relevant to risk ratios2. b. Review and consider the FAA funded research published by MIT-LL of “Estimating See and Be Seen Performance with an Airborne Visual Acquisition Model (https://arxiv.org/abs/2307.05502)” and other industry provided research. c. If considered necessary based on the research reviewed, update the performance requirements. 2. Provide guidance on how to comply with the new probabilistic definitions of LoWC and MACproxy 3. Provide guidance for DAA performance during m:N operations. 4. Refine Incident Log requirements based on new operational approvals and CAA rulemaking a. Section 10 Incident Log requirements were updated in the latest published revision, update requirements or notes in response to new operational approvals or CAA rulemaking since publication of latest revision. b. Address the consequences of users employing different MAC proxies that are reported in the incident logs; specifically address how review of Incident Logs can be harmonized. 5. Coordinate with the new ASTM F38 working group(s) on operational risk assessment (ORA) for both air and ground risk as necessary. Based on this coordination, tasks 6 – 8 may or may not be appropriate for F3442 revision. 6. Defining/Refining the Shielded Operations Volumes: a. F3442-24 does not define the actual size of the “shielded airspace” b. Consider how ICAO state definitions of critical infrastructure, such as 42 U.S.C. 5195(c), can be leveraged to define shielded operations. c. Evaluate the characteristics of shielded airspace to define appropriate boundaries for applicability of this standard. 7. Identify situation awareness considerations for shielded operations as well as when DAA performance is degraded. 8. Address the considerations for ground obstacles in DAA strategy. 9. Continuously align this proposed revision with the accepted Aviation Committee Terminology standards of F3060 and F3341.
