Rationale

The F1313 work group within subcommittee F15.22 has identified several revisions which would increase the utility of this standard, including addition of a second test method which aligns more closely with contemporary laboratory practice. That said, it will be easier procedurally to revise an active standard than a withdrawn one. Therefore, the work group believes that these revisions should be accomplished in two steps: 1) Reinstate the current standard with no changes by ballot; 2) Advance a revised version of F1313 with the identified changes to be proposed on a subsequent ballot
