Rationale

Add a requirement to Section 5 'General Design Criteria' related to the continuous mitigation of hazards even in the absence, onset and presence of reasonably foreseeable failures. Currently there is a requirement in Section 11.2.2.1 for the SRCS to perform this but SRCS may not be the only component of the mitigation strategy. Work Item will also include removing the requirement from Section 11 as it would be redundant.
