Rationale

There are contradictory instructions in section 12.3 in that the (a) reference materials and specimens should have fresh surfaces and (b) surfaces should not be tested that are freshly prepared. This Work Item seeks to provide a correction for this contradiction by revising the wording of section 12.3 only. Any other portions of Standard E1251 viewed are to be considered for information only and are not being considered for changes / balloting.
