Rationale

This work item is intended to address inconsistencies in D228 procedures for the selection and preparation of representative shingle product specimens for analysis. The procedures provide conflicting directions that--depending on interpretation--may produce unintended or conflicting analysis results. Section 9.1 and Section 9.2 provide conflicting directions. Also, Section 15.3 and Section 16.1 language is problematic when applied to laminated asphalt shingles.
