Rationale

Minor changes language and formatting changes to comply with form and style. To bring the P&B section into compliance with current D20 guidelines will require a new ILS which will be opened under new business at the next committee meeting. Since this standard will expire before a new ILS can be completed the P&B section must remain as is for now.
