Rationale

The tolerance calculation for volume in Section 5.2 requires a larger sample size when using SI units (volume per meter vs. volume per foot). This ballot proposes to normalize the sample size for the volume tolerance under SI units from "per meter" (/m) to per 0.3 meter (/0.3m) to essentially match the same calculation for US Customary units. Also, the SI unit equivalent to ½ inch in Section 7.1.5 should be 13 mm to correlate with other C13 standards.
