Rationale

Rationale: To resolve a previous negative in regards to the term “Asphalt Binder” needing to be added, this was changed throughout this method. This resulted in additional negatives for this method. The subcommittee determined that the word “Asphalt Binder” was not needed and “Emulsified Asphalt” is the standard industry term. This ballot is to take out the word “Binders” throughout this method.
