Rationale

The proposed revision converts US units (informational only) in sections 8.1 and 8.2 currently in fractional format to decimal format and expresses the values in each system to have the same number of significant figures. Para. 8.1.2.3 on the allowed use of tensile specimen blanks for bend specimens has also been revised to use the specimen name in E8/E8M instead of giving the grip width.
