Rationale

We are proposing to remove a portion of Section 5.1 where there is subjectivity in the statement. In reviewing this standard, we identified ILS improvements are required. A bias study and timeline to complete an ILS were discussed at the December 2024 CS96 subcommittee meeting. A work item is opened (WK#89749) and ILS data will be balloted before the end of the year. We ask that for this ballot, only the changes outlined below in Section 5.1 be reviewed at this time.
