Rationale

Update the definition for the term “plane-strain fracture toughness, KIc” in Section 3.1 of E399. This term references the term “plastic-zone adjustment” which is being removed and replaced by the new proposed term “plastic zone radius.” Additionally, based on the working group’s findings it is appropriate in this instance to use the term “plastic zone size”.
