Rationale

Add a new term “plastic zone size” in Section 3.3 (general definitions, listed with the standard(s) of origin) of E1823 and add a new symbol “rp” in Section 3.1 (list of symbols) in E1823, based on the working group’s findings. Note that the proposed Fig. X is used with multiple terms, including “effective crack size”, “plastic zone boundary”, “plastic zone radius” and “plastic zone size.” This same figure will be referenced for each term.
