Rationale

Add the definition for the term “plastic zone radius, ry”, based on the working group’s findings and add this in Section 3.1 (general definitions) of E561. Note that the proposed Fig. Z is used with multiple terms, including “effective crack size”, “plastic zone boundary”, “plastic zone radius” and “plastic zone size.” This same figure will be referenced for each term.
