Rationale

In ASTM C1600, unlike other C01 cement specifications, there is a reference to the Optional Physical Properties in Table 2, but it isn't cited anywhere in the main document. I suggest we place a sentence in section 7 that calls out the table if the user of the standard would like to know properties from that table.
