Rationale

The term "residual fuel" is used to describe No. 4 (light), No. 4, No. 5 (light), No. 5, and No. 6 fuel oils. This term is defined by Subcommittee 7 but the Discussion for that definition and test method does not include the (light) grades. This proposal will define the term without excluding those grades.
