Rationale

This Standard Test Method is due for re-approval. However, the STM cannot be re-approved as is because the precision statement has not been derived by proper D6300, or predecessor, D1007 protocol. See Note 4. Since it is unlikely that an Interlaboratory Study will be designed and executed for the purpose of determining repeatability and reproducibility, the STM is herewith balloted for withdrawal without replacement.
