Rationale

Add newly created ASTM C1945 to the listing of specified materials. ASTM C1945 covers "Standard Specification for Raw or Calcined Natural Pozzolan for Use in Concrete". It contains requirements previously contained in ASTM C618 for Class N. The intention of the C09.23 subcommittee is to remove Class N from ASTM C618 once ASTM C1945 is more widely accepted. This ballot item is one step to having ASTM C1945 more widely accepted.
