Rationale

Language in this section is being revised to provide more up-to-date guidance to the producer in the event that strength requirements are not met. Language regarding arbitration is being deleted since it is not common practice for resolving low concrete strength results. This change was made to C94/ C94M earlier, and we are proposing this to remain consistent with that document.
