Rationale

Revision: To change the plastic bag(s) physical specifications so that these are consistent across all Standards that utilize this bag / vacuum apparatus. Presently there are 4 Standards and each cites different bag specifications even the bags' uses are the same. This revision is to cover only the bag specifications given within the apparatus description section.
