Rationale

Improving language within Section 6 of F2291 to improve clarity, move towards global harmonization, remove non-mandatory language, and improve overall flow of the sections. In addition, the e task group is revising language for all restraints to provide designer/engineer with requirements on restraint positioning and restraint position monitoring devices.
