Rationale

This ballot is submitted to address issues brought forward from a negative, in a previous ballot action. Two issues are addressed. Section 7.1 contains a requirement, "shall conform to ... local building codes" that is outside the scope of what ASTM Standards specify. Section 10.1.5 incorrectly utilizes the word "qualitative" and requires correction.
