Rationale

The current version implies (in the general section 7.1) that a monochromator is an integral part of a spectroradiometer. Later (in section 7.4.2) it describes an embodiment which does not use monochromator. Some minor editing and rearrangement of section numbers will reduce the chance of confusion.
