Rationale

The purpose of this ballot item is to update the C891 standard to include additional language into the standard to assist users. Also this standard is being reformatted to follow Standard C1821/C1821M Standard Practice for Installation of Underground Circular Precast Concrete Manhole Structures. Lastly the title will be changed to C891/C891M XXX to represent a dual standard. This Ballot contains revisions to resolve negatives and comments from Ballot C27.10 (24-02) All changes are in Green text. Figure 1 has also been updated to reflect the proper structure.
