Rationale

The purpose for this revision of ASTM F3260 is to add the Precision and Bias Statement, Section 13, to the standards based on the results of ILS #1592. The Research Report is included with this ballot item. Additionally, this revision includes the addition of a reference in Appendix X.1, Footnote number 5.
